The association is led by a board which is selected by a General Assembly of all members. The General Assembly is the highest authority in the association and is attended by all local government bodies affiliated to the Gdansk-Gdynia-Sopot Metropolitan Area. Their representatives, who are selected by the respective councils – city, county or municipality - meet at least once a year.

One very important point worth noting is that the votes of the participants of the General Assembly are equal. Each has a single vote whether they are a city with close to half a million inhabitants like Gdansk or if they are a small municipality such as Ostaszewo, Lichnowy, Sulęczyno or Linia.

The most important roles of the General Assembly are to adopt the program of the Gdansk-Gdynia-Sopot Metropolitan Area (OMG-G-S), adoption and amendment of its Articles of Association, the selection of the Association’s Board and the assessment of how it performs its duties.
